摘要
Thepurposeofbuildingaresource-conservingsocietyistopursuitlessresourceconsumptionandlessenvironmentalpollution,andtoacceptgreatereconomicandsocialbenefits,andtheultimategoalistoensuresustainableuseofresourcesandeconomicandsocialsustainabledevelopment.Developingcirculareconomyistheinevitablechoiceandthebasicwaytobuildaresource-conservingsociety.Recyclingeconomyisaresource-conservingproduction,initiateresource-conservingconsumption,anditisthekeytobuildresource-conservingsociety.Thisstudytriestoclarifytherelationshipbetweenthemandbringforwardascientificindexsystemwhichcanmeasurethedevelopmentlevelofaresource-conservingsociety.Itprovidesanewsetofideasfortheevaluationofresourceconservingsociety,anditisimportantfortheresource-conservingsocietyassessmentandconstruction,whilefurtherempiricalresearchismadeonChina'seasterncoastalShandongProvince.
