摘要 Theproblemofmarineenvironmentalriskisultimatelytheresultofgametheorybetweenthemarineenvironmentalmanagersandtheenterpriseofpotentialenvironmentalrisk.Thispaperanalyzestheinternaleconomicrelationshipthatwhetherthe'protection'policyisappliedbetweentheprotectionactionofmarineenvironmentalmanagersandthechemicalenterprise.Theresultshowsthatthekeyfactorwhethertheenterpriseadoptthe'protection'policyornotistheamountofpenaltyandthegovernment'scostofexecution,andthecompulsiveecologicalcompensationisobligatoryfromtheangleofstimulatingtheenterpriseofcanonicalactionandadoptingthe'protection'policy.Tobuildtheecologicalcompensationmechanismbasedontheenvironmentalriskwilleffectivelyimprovethelevelofmanagementinseaareaanddecreasetheprobabilityofchemicalspill.
