摘要
InApril2009,theNATOStrasbourg-KehlSummitadoptedaseriesofjointdeclarationsandstrategicplans,demonstratingthatNATOisenteringanewroundofmilitary-politicalstrategicadjustment.NATO'snewstrategicdirectionhasbeenmotivatedbyvariousinternalandexternalfactors,includingthepressureofthenewinternationalenvironment,theObamaadministration'sdesiretoupgradestrategiccooperationwithitsallies,themajorEuropeanstatesrepresentedbyFranceandGermanyseekingtostrengthentheEuropeanpillarwithinNATO,andtheurgentneedtoreadjustNATO'sexternalrelations.TheaimofthestrategicreadjustmentistoadvanceNATO'smilitaryandpoliticaltransformationfromaregionalcollectivedefenseorganizationintoamoreactiveandpowerfulWesternmilitary-politicalalliance.NATOisstillfacingaseriesofdifficultiesandchallenges:thedisappearanceofthecommonthreatoftheSovietbloc,thedifferinginterestsofthememberstates,andthefluctuationofrealstrengthwithintheNATOwillallimposeconstraintsonNATO'sdevelopment.Thus,therearestilldoubtsanduncertaintiesaboutNATO'sfutureroleandposition.
