Thearticleestablishesthepatternsofurbansnowdisastersystemanddisasterchainbasedonthetheoryofregionaldisastersystem.Thepatternsindicatethaturbansnowdisasterisexacerbatedmainlythroughthetrafficsystem.Inaddition,thepapersetsupthevulnerabilityassessmentindexsystemandsyntheticallyvulnerabilityassessmentmodelofurbansnowdisasterwhicharemainlybasedontrafficsystem,andappliestheminChenzhouCity.Theresultsofassessmentindicatethatobviousgeographicaldifferencesexistinthevulnerabilityofsnowdisasterbearingbodies:vulnerabilityofChenzhousectionoftheBeijing-ZhuhaiexpresswayisthehighestinChenzhouCity,andthesoutheasterncountiesaremorevulnerablethanthenorthwestregion.Furthermore,accordingtothesnowdisastervulnerabilitydynamicprocessanalysis,thevulnerabilityofChenzhouCityobviouslyincreasedin2008wintercomparedwiththatin2007.Finally,thepaperpresentssomesuggestionsforthelocationsoftheemergencycommandsandthereservesofreliefmaterialsbasedontheevaluationresults,andpointsoutthatdisastermonitoringandrelevanttechnicallevelshouldbestrengthenedfortheminimizationoftrafficsystem'svulnerability.
