摘要
TheEuropeanSecurityandDefencePolicy(ESDP)comprisesanimportantpartoftheEU'sCommonForeignandSecurityPolicy(CFSP).TheaimofESDPistostrengthentheEU'sexternalabilitytoactthroughthedevelopmentofcivilianandmilitarycapabilitiesforinternationalconflictpreventionandcrisismanagement.InDecember2003,theEUadopteditsfirstEuropeanSecurityStrategy(ESS).Eversincethen,theimplementationoftheESShasbeenregardedasoneofthebiggestchallengesfortheEUinCFSP/ESDPmatters.Althoughmuchprogresshasbeenmadeinitsindependentsecurityanddefence-buildingprocess,EUstillfacesseriousproblemsanddifficultiesinthispolicyarea.Thispapertriestoexaminetheserecentdevelopments,assesstheirimpactsinregional-globalsecurity,andanalyzeexistingproblemsandfuturetrends.Finally,theauthoralsoexaminesEU-Chinaengagementsinrecentyearsandexplorespossibilitiesfortheirfuturecooperationintheareaofinternationalsecurity.
