摘要 ThesustainedgrowthofChineseeconomyinthenewcenturyisasilverlininginthecontinuouslydepressedglobaleconomy.Meanwhile,therapiddevelopmentofChineseeconomyisstillconfrontedwithconstraintsfromdeterioratingenvironmentandruralpovertyissues.Ithasbecomeasignificantpolicyoptioninmaintaininghighspeed,efficiencyandsounddevelopmentofChineseeconomytorehabilitateforestresources,improveecologicalconditions,increasefarmers'incomeandgetonasustainableroadfeaturingcoordinateddevelopmentofpopulation,resourcesandenvironment.TheGrainforGreenProgram,asaCDMactivityofChinesestyle,launchedontrialin1999andimplementedin2002acrossthecountry,isthebiggestlandusetransition,watershedmanagementandpovertyalleviationprograminvolvingthelargestpopulationinChinesehistoryandacrosstheglobe.Itcovers25provinces/regions/citiesandgetsover1600counties,15millionhouseholdsand60millionfarmerswereinvolved.HencetheGrainforTreepolicyhasasignificantbearingonecologicalprotectionandfarmers'povertyalleviationinthesoilandwatererosion-proneregion.Areviewandassessmentofthebackground,essentials,effects,problemsandtrendoftheGrainforTreepolicyisofgreatsignificanceforbothChinaandtheotherdevelopingcountriesintheworldintheireffortstocombatthedeterioratingenvironmentandalleviatepoverty.
