摘要
Sanitaryandphytosanitary(SPS)measureshavebecomeamajorobstacleforChina’sagriproductsexportsafterChina’saccessiontoWTOin2001.Thispaper’smaincontributionistouseuniquefirm-leveldatabasedonrandomsamplingfromChina’smainexportingareastoexplorethereasonswhyChineseenterprisesarehinderedbySPSmeasuresfromaquantitativeapproach.EmpiricalresultsshowthatthegapofSPSstandardsbetweenChinaandimportingcountriesisakeyelement;thebiggapincreasegreatlythecostofcomplianceofChina’sexportfirmsanddrivesomeofthemoutofimportingmarkets.PoorqualityandsafetyofChina’sagriculturalproductsexplainsomefirms’failureinimportingmarkets,andtoimprovethesafetyandqualitywillpromotethemarketentrance.EarlyinformationandpreparationforforeignSPSmeasuresarealsocrucialdeterminantstoavoidthenegativeinfluenceofSPS.However,firmscaleandmembershipinindustryassociationshavenosignificanteffectsonwhetherthecompaniesareaffectedbyforeignSPSmeasuresornot.
