摘要
Basedonthesystemdynamics(SD)model,thispaperputsforwardaquantitativemethodtoevaluatetheearthquakeemergencyplaninChina.Firstly,weanalyzethedisastersystemstructureandthecontentofplan.Usingtheanalysisresults,weestablishasystemdynamics(SD)modelandthencarryoutitssimulation.Accordingtothesimulationresults,therescueeffectusingtheplanof2012isbetterthanthatof2006.Fromthepolicylevel,inordertoreduceloss,governmentshouldmaintaincommunicationsmoothly,improvetheabilityofselfandmutualhelp,strengthenthemanagementofpublicopinion,andpaymoreattentiontosecondarydisasters.
