摘要 Thearticleexaminestheworldexperienceofe-learningaswellasdistanceeducationtechnologieswithintheeducationprocessorganizationonhigherandpost-highereducationprograms.Therehavebeenlistedtheresultsofthemostpopulare-leamingplatformsanalysis.Furthermore,therehavebeenlookedthroughthecorelegislativebackgroundofthedevelopmentofthementionedtechnologiesinRussiaandworldwideamongtheuniversities,specializedinseafarerstraining.TherehavebeenalsodrawnupthepointsoftheAdmiralMakarovStateUniversityofMaritimeandInlandShipping(AdmiralMakarovSUMIS)designofthedistanceeducationsystemLMS“FARWATER”incompliancewiththeInternationalConventiononStandardsofTraining,CertificationandWatchkeepingforSeafarers(STCWConvention).Thepracticalapplicationofdistanceeducationsystemtotheadvancedprofessionaltraininghasbeendiscussedinthearticle.
