摘要
SincetheestablishmentofthenewChinese,familyplanningpolicyinourcountryhasexperiencedthedevelopmentcourseofwavetype.Wefoundthatchangesinfertilitypolicyalongwiththecontinuousadjustmentofsocialmechanism,fromthe1950smainlybyadministrativeplanandcontrolmode,graduallytothe1990smainlybyguide-serviceandsecuritymode.Thecurrentfertilitypolicy,leapthelimitationsofpureadministrativeorders,underthecareofsocialmechanism,softentheinstitutionalpowersingleimpliedinthewholesocialframework,throughthepowersystemofmultilevel,reconcilethegapbetweennationalpopulationawarenessandindividualreproductivebehavior,providetheharmoniousstrengthforpopulationdevelopment.
