2018marksthe40thanniversaryofChina'sreformandopeningup,andalsothe40thanniversaryoftheestablishmentofChina-USdiplomaticties.OnDecember16,1978,theChineseandAmericangovernmentspublishedtheJointCommuniquéofthePeople'sRepublicofChinaandtheUnitedStatesofAmerica.Nearlyatthesametime,the11thCentralCommitteeoftheCommunistPartyofChinahelditsthirdplenarysessioninBeijingbetweenDecember18and22,1978.Thiswasnocoincidence:Sino-USrelationsareanissueintegraltoChina'sdevelopment.
