Thispaper,startingfromexaminingthecurrentsituationforthesocialinsuranceservicesystem,analysestheproblemsofthesystemandprovidesthreereformsuggestions.First,staffinglevelsofsocialinsuranceshouldbringaboutadynamicalratiomechanism,whichlinksstaffnumbertotheinsuredclientstoavoidworkoverloadorlowservicequality.Second,alloftheexpendituresoftheservicesystemshouldbeapartofsocialinsurancefundstocompletelyavoidbudgetshortage.Third,inordertodivideadministrationandservicemanagementandtoseparatesupervisionandoperationfunctions,anationalsocialinsuranceadministrationshouldbeinstituted,andaverticalsystemshouldbesetupwithagenciesatalllevels.Thesocialinsuranceservicesystemshouldbecharacterizedas'specialpublicinstitutions'.andreformingtheinstitutionswillpromotethedevelopmentofurbanization;lastly,lengtheningtheuseperiodsoffarmlandisgoodforthecoordinativedevelopmentofurbanizationforits'guaranteeeffect',butaperfectmechanismoflandtransfershouldbetakenforthepremise.
