TransformationandreformaretwomajorthemesofChina'surbanizationatthepresentstage.Thispaperarguesthatpopulationurbanization,whichlagsbehindlandurbanization,isignoredintheprocessoftraditionalurbanization.Themostimportanttransformationofurbanizationiscitizenshipprocessforruralmigrantswhohavebeensemiurbanized.Inordertopromoteurbantransformation,acoordinatedimprovingreformmustconsiderthefollowingbasicissues:population,financing,landandurbansystem.
