Lossassessmentanddecision-makingareessentialforearthquakeemergencyrescues,andforscientificpredictionofseismicdamageanddeterminationofrescueobjectives.Inpractice,however,thereexistsomeproblems,suchasbasicdatanotbeingpreciseandrichenoughanddecisionmakingnothavingsystematicandcompletecriteria.Thispapertriestosolvetheseproblemsusingthemethodofdataindexationbyconstructinganindexsystemforearthquakeemergencylossassessmentanddecision-making.
